He may just be drunk.
It doesn't seem to be mentioned anywhere in the articles or the links on them, but in that hearing, Sensenbrenner also made a motion to repeal the 22nd Amendment (which limits a president to two terms). Not terribly shocking though, considering his track record.
You did yourself a disservice by linking to ThinkProgress.org. Many of those posting comments there seem no less nutty than Sensenbrenner.
