Funding cuts delayed levee work
I truly have been trying not to be partisan about what is happening in New Orleans (although I'm sure I will get past that.)
This Chicago Tribune article deserves attention, however, and does not fall into the partisan category. It's not a story about Democrats criticizing Bush, but simply a news story about decisions that may have contributed to the disaster:

WASHINGTON -- Despite continuous warnings that a catastrophic hurricane could hit New Orleans, the Bush administration and Congress in recent years have repeatedly cut funding for hurricane preparation and flood control.
The cuts have delayed construction of levees around the city and stymied an ambitious project to improve drainage in New Orleans' neighborhoods.

NO COMMENT. White House spokesman Scott McClellan refused to discuss the matter today. Here are his no comments, via DailyKos.

Huey P. Long and every corrupt politician in Louisiana’s long and sorted history have contributed to the problem.
Funny how your natural instinct to blame Bush is desperate trying to find its way to the surface.
If the Fed’s are to blame for this then let’s blame the debacle that is MMSD on the Fed’s too. I choose Carter and Clinton.
