I'll not bother taking you to task on the blame game re: Katrina and the Big Easy. I will, however, say that arresting people for picking through garbage to make some extra cash, or to put cast-offs to further use is insanity. Go find the gang-bangers with their illegal guns, their drugs and whatever else. Harass those who deserve it, not those who are trying to get by through means I don't ever want to return to.
