A conservative on constitutional change

This from Owen, a rational conservative at Boots & Sabers blog

Constitutional Amendment For Voter ID

Since the legislature has failed to override Doyle’s veto of voter ID, the GOP is introducing a constitutional amendment for it.

Sen. Joe Leibham (R-Sheboygan) and Rep. Jeff Stone (R-Greendale) introduced Assembly Joint Resolution 36 today, which would amend the Wisconsin Constitution, making it a requirement to show a photo ID at the polls. The amendment allows citizens the chance to vote on the common sense measure as a state referendum since their own governor is ignoring them.

I must confess that I am uneasy with this. I’m still undecided, but my gut is telling me that this is a bad idea. The constitution is for setting forth the framework in which government should operate.

For instance, TABOR is perfectly suited for the constitution because it sets up a structure for government revenue without defining how government should operate within that structure.
Voter ID, on the other hand, is about the implementation of a constitutional mandate - namely: we must hold elections.

Someone convince me that this is a good idea, because I don’t see it.
